Bihar cop accuses lady Cong MLA of ‘rape’

Patna: A sleaze controversy has erupted in Bihar with the former police bodyguard of a woman Congress MLA charging her with sexual exploitation.

Bal Yogeshwar Sharma alias Lali (Constable no.187) has accused Congress MLA from Korha in Katihar district and state Mahila Congress chief Sunita Devi of having exploited him sexually when he was posted as her bodyguard after the 2005 assembly election. But the MLA has denied the charge dubbing it as “blackmail.”

Lali, a resident of Paraura village in Bhojpur district, a father of two, said today that the exploitation began in 2006 when one day Sunita, quite unexpectedly, embraced him as he was sleeping in her flat. He claimed he had protested but had to yield for fear of losing the job.

The constable, who was later posted as bodyguard of Katihar MLA Tarkishore Prasad and is now at the Bihar State Electricity Board (BSEB) office in Patna, alleged the MLA demanded that he have sex with her even when he was not assigned to her security.

‘Wife’ cries rape as man seeks abortion

PUNE: The Hinjewadi police have arrested a 48-year-old man, Deepak R. Chavan of Udaynagar in Pimpri, on charges of sexually assaulting and harassing a 32-year-old woman with whom he was involved in an extra-marital affair.

The incident came to light on Monday when the woman, who hails from Mahadev Colony in Thergaon, lodged a complaint alleging that she was carrying Deepak’s child and that the latter was forcing her to undergo a medical termination of pregnancy. When she refused, Deepak started harassing her, the complainant said.

Investigations revealed that Deepak’s first wife had died in a fire mishap. Later, he married again and has been staying with his second wife at Megha Heights at Udaynagar in Pimpri. Deepak did not stop at this and got into an affair with a third woman — the complainant in the present case.

PSI G.T. Aamne, who is investigating the case, told TOI that the complainant claimed that she came to know Deepak six years ago and the duo got married in a temple. “We have to examine the veracity of this claim.”

The complainant has charged that Deepak would often abuse and beat her besides sexually assaulting her at regular intervals. An offence of rape, harassment and assault has been registered in this connection.

Survey Shows Therapists Say 3-13 Minutes Is Optimal For Sexual Intercourse

Maybe men had it right all along: It doesn’t take long to satisfy a woman in bed. A survey of sex therapists concluded the optimal amount of time for sexual intercourse was 3 to 13 minutes. The findings, to be published in the May issue of the Journal of Sexual Medicine, strike at the notion that endurance is the key to a great sex life.

If that sounds like good news to you, don’t cheer too loudly. The time does not count foreplay, and the therapists did rate sexual intercourse that lasts from 1 to 2 minutes as “too short.”

Researcher Eric Corty said he hoped to ease the minds of those who believe that “more of something good is better, and if you really want to satisfy your partner, you should last forever.”

The questions were not gender-specific, said Corty (who, it must be noted, is male). But he said prior research has shown that both men and women want foreplay and sexual intercourse to last longer.

Dr. Irwin Goldstein, editor of the Journal of Sexual Medicine, cited a four-week study of 1,500 couples in 2005 that found the median time for sexual intercourse was 7.3 minutes. (Women were armed with stopwatches.)

It’s difficult for both older men and young men to make sexual intercourse last much longer, said Marianne Brandon, a clinical psychologist and director of Wellminds Wellbodies in Annapolis, Md.

“There are so many myths in our culture of what other people are doing sexually,” Brandon said. “Most people’s sex lives are not as exciting as other people think they are.”

Fifty members of the Society for Sex Therapy and Research in the U.S. and Canada were surveyed by Corty, an associate professor of psychology at Penn State Erie, The Behrend College, and student Jenay Guardiani. Thirty-four members, or 68 percent, responded, although some said the optimal time depended on the couple.

Corty said he hoped to give an idea of what therapists find to be normal and satisfactory among the couples they see.

“People who read this will say, ‘I last five minutes or my partner lasts 8 minutes,’ and say, ‘That’s OK,’” he said. “They will relax a little bit.”

6-year-old labeled sexual harasser

In schools across the country, kids as young as three and four are now facing charges of sexual harassment that will stay with them permanently on their school records.

As schools embrace zero tolerance policies, young kids face adult charges.

These so-called “zero-tolerance” polices, designed to protect students from weapons and drugs or sexual violence, are often being taken quite literally.

Randy Castro, 7, who likes recess and soccer, now has an alarming red flag in his school records. It started on the playground with a first grade classmate.

“I saw another kid like hitting her butt so I did it,” Castro said.

His Potomac View Elementary School then called the police and wrote him up as a sexual harasser. Woodbridge, Md. school officials described the incident as “Sexual Touching Against Student, Offensive,” in their report.

“When I hear ‘mommy they called police because I am a bad boy,’ that is the message that you’re giving to a 6-year-old?” said Randy’s mother, Claudia Castro.

Ted Feinberg, assistant director of the National Association of School Psychologists, was stunned by the school’s reaction and says 6-year-olds have no idea what those behaviors mean.

“I believe they do not have the capacity for awareness of sexual motivation … it seems like a gross mislabeling of the behavior and an overreaction,” said Feinberg.

The school declined ABC News’ request for an interview, but said in a statement that a “misunderstanding” led the principal to call the police, and that “the police never spoke to the child and no disciplinary action was taken by the administration.”

According to the state’s Department of Education, 166 elementary students were suspended in Maryland last year for sexual harassment, including three preschoolers, 16 kindergartners and 22 first-graders.

In Virginia, 255 elementary students were suspended for offensive sexual touching last year as well.

Two years ago in Texas, a four-year-old was punished for sexual harassment after a teacher’s aide accused the pre-schooler of pressing his face into her breasts during a hug.

While a school’s priority is to keep kids safe, critics argue the “zero-tolerance” policies can mean zero discretion.

“Overwhelming research suggests that “zero-tolerance” is not effective and often engenders more bad behavior,” said Feinberg.

Randy’s school has told ABC News that this won’t be going on his permanent record, but for Randy’s mom, his childhood innocence has been changed forever.

“They are treating him like a teenager or a grown-up … He is not. He is just a child,” said Claudia Castro.

Child sex offenders do exist. A Justice Department survey says that kids aged 7-11 were responsible for almost 4 percent of all the sexual assaults committed in the U.S. The question is whether some of the kids being slapped with these sexual harassment labels deserve them.

Eve-teaser cop thrashed, suspended

LUCKNOW: Passing a lewd remark at a young girl proved costly for a tipsy constable who was first hit by the victim herself and then left to face the ire of the onlookers who gathered at the scene in Janpath Market area of Hazratganj on Monday evening. The constable was then handed over to the police.

Found drunk on duty, the constable was subsequently put under suspension and an inquiry was ordered into the allegations levelled by the victim who refused to get a formal FIR registered against the accused.

Eye-witnesses told mediapersons that it was around 8 pm when a girl passing by the parking slot in Janpath Market suddenly stopped before a police constable in uniform. “Even before we could understand what was happening, the girl took off her sandals and attacked the khaki clad before she was stopped by the onlookers.

When the girl revealed that the constable had not only passed lewd remarks at her but also tried to get physical, the mob turned against the cop,” said an attendant of the parking slot.

Identifying himself as Mohd Abbas posted at the local Hazratganj police station, the constable tried to explain that he was innocent. In the process, however, it was established that he was heavily drunk. This left the mob agitated. The constable was then thoroughly beaten up by the mob before some other policemen on duty in the area intervened.

Talking to TOI, senior superintendent of police (SSP) Akhil Kumar said, “The complaint was about the constable’s misconduct and he has been suspended as the charges levelled against him were found to be true.”

The Janpath incident is not the only one to tarnish the image of the local police. Monday proved to be a bad day for the police otherwise also as two more cops were suspended, taking the total number of cops punished in March to 28. The other two to be suspended were Ram Babu and Uday Pal Singh, both were deployed in Hazratganj police circle.

Haryana approves Marriage Bill

CHANDIGARH: Amidst suggestions of bringing down the marriageable age for boys from 21 to 18 years, the Haryana Vidhan Sabha on Wednesday approved the Haryana Compulsory Registration of Marriages Bill, 2008, that was introduced by parliamentary affairs minister Randeep Singh Surjewala during legislative business hours of the Budget session.

The assembly also passed the Punjab Agriculture Produce Markets (Haryana amendment) Bill.

Putting forth his viewpoint, INLD MLA Dr Sushil Indora not only demanded the lowering of age for boys, but also urged the speaker for special incentives or provisions for promoting inter-caste marriages. “There should be some social security for youths as well,” suggested Indora.

Adding to that, Naresh Malik, a Congress MLA said, “This is certainly a good move. If voting age can be 18, then why can’t one marry at that age?” While Radhey Shyam Sharma was the third MLA who suggested bringing down marriageable age, finance minister Birender Singh informed, “It’s for the Centre to decide on the issue and leaders are seriously working towards it. We will follow whatever the Centre suggests.”

Minister digs for rapes in Cong regime

GANDHINAGAR: After the gangrape of a student in DIET-PTC at Patan exposed the marks-for-sex scam  that thrived when Anandiben Patel was the education minister ” guess what the minister’s new department is concerned about?

History of such incidents before the BJP came to power in 1995!

Instead of stemming the rot and doing justice to the rape victim, the women and child development department wants a list of similar incidents that took place before BJP came to power in 1995.

This department, currently headed by Anandiben, asked the home department to furnish a list just after two days of TOI exposing the Patan gangrape.

TOI came to know about this issue from the file noting made by deputy secretary, home, HJ Brahmakshatriya, on February 13. Brahmakshatriya sent a reminder to DGP PC Pande, along with a file, saying, “Hon. minister of state, women and child development’s personal secretary had asked for details to be sent across of such incidents between the time period of 1985 and 1995″.

The MoS in Anandiben’s ministry is Maya Kodnani.

Brahmakshatriya wanted the information in two days of February 13, but the DGP’s office has reportedly not furnished this information till now.

The reason for the same is said to be fallout over the ongoing political tussle between Anandiben and MoS for home, Amit Shah.

Brahmakshatriya had also written to Pande on February 7, asking him to find out about such incidents during the Congress regime when Amarsinh Chaudhary, Madhavsinh Solanki, Chimanbhai Patel and Chhabildas Mehta served as the chief ministers.

12-year-old allegedly gang-raped, murdered

KANPUR (UP): In a horrific incident, a 12-year-old girl was allegedly gang-raped and murdered by three Railway Police Force jawans and five others in the city.

The incident took place in a slum cluster near the Railway Colony yesterday, SSP Anand Swaroop said here on Saturday.

The mother of the minor girl was not at home when the alleged criminal assault and the murder took place, he said.

In her complaint to police, Sarita, the mother of the victim, alleged that three RPF jawans and five others, two of them vendors, had raped her daughter and later killed her.

On the basis of her complaint, a case had been registered, the SSP said.

Molestation may be made non-bailable

MUMBAI: In the face of a public outcry against the molestation of two women on New Year’s eve in the city, the state government on Tuesday sent a proposal to the Centre, asking for permission to make molestation a non-bailable offence.

The state has also sought to increase the maximum term for a person convicted of molestation from two years to three years.

“We sent the proposal to the Centre on Tuesday. We have asked for permission to amend section 354 of the Indian Penal Code,” deputy chief minister R R Patil, who holds the home portfolio, told the media. “This is the only way that we will be able to deter people. We need to take the strictest action to ensure that such cases are not repeated,” Patil added.

Section 354 of the IPC is defined as ‘assault or criminal force to woman with intent to outrage her modesty’. The punishment is a prison term of two years or a fine or both.

All 14 people arrested for allegedly molesting two women outside Juhu’s J W Marriott late on December 31 night were let off on bail immediately after their arrest, but remained in police custody for five days on account of procedural delays. “By making it a non-bailable offence, the police can get custody of the accused and proper investigations can be made,” Patil said.

Maharashtra and Mumbai’s reputation as being safe for women has taken a severe beating and the Democratic Front government is trying hard to restore that image.
